Assess the suitability of the Paremata Harbour navigation aids for each new commercial operator and make the necessary upgrade, or place the necessary restrictions, to ensure safe operations within the harbour.

I am in complete agreement with the above, and this was already realised and under consideration at the time of the incident. The company's changing plans (from originally intended summer-only service to proposed all-year round service, plus new schedule for a new service to Nelson) did not assist with the assessment of future requirements.
