As indicated in my previous letter regarding this recommendation, Land Transport NZ accepts that this recommendation is intended to improve safety on narrow gauge railways, accordingly we will contact all such railways recommending that they adopt the above recommendation. This will be carried out when Report 05-109 is formally issued.
As you are aware Land Transport NZ can require railway operators to undertake certain actions if the Director considers it necessary in accordance with the Railways Act 2005 (Section 34 refers). In regard to this particular recommendation we are unsure if the threshold as set out in the Act has been met.
