I see no justification for this recommendation. First, CASO 20 is clear on the requirement for the operator to formulate a system to comply with the release requirement and to document this system in the operations manual. Second, it would appear from the text of the report now issued that the operator was complying with the provisions of CASO 20, in that two separate actions were required. The report confuses the 1988 requirement - to have a crewperson in the rear of the helicopter - with the current requirement. Third, there is no relationship between this requirement and a person falling off an unapproved device at the other end of the chain.
