Ensure that the pilot not flying has a responsibility during any approach to land to monitor the aircraft's speed, height, distance to go and configuration of air brakes and spoilers to advise the pilot flying if any of these factors are not within the limits.

This is covered in the BAe 146 Flight Operations Manual.

Monitoring of approach parameters is standard on every approach. Confirmation of gear and flap positions achieved through normal use of the Checklist. As a result of the overrun incident the spoiler and ground idle power selection monitoring procedure was changed to become standards calls, rather than silent monitoring.

This is now standard procedure on all landing at all ports.

In addition to the above, a change was made to the Route Guide to require a wet runway landing technique for all landings at Queenstown and Rotorua regardless of runway surface condition. This requires early selection of spoilers.

Landings with known tailwind components and or standing water are forbidden.

Company procedures require the aircraft to be on the ground by the 1000 foot marks.

Following the Queenstown overrun all BAe 146 pilots were rescheduled on the aircraft brakes, spoilers and Flight Operations Manual procedures as detailed above.

I am confident that every step possible has been taken to address and document the requirements for a safe operation in Queenstown and Rotorua.
