Tranz Rail accept this recommendation. However, it is contended that at the time of the incident this was not an issue. Replays of the train control voice tapes indicate that when the Train Controller was dealing with the breakdown the number of calls was not excessive. In fact it was noted that the Train Controller had time to pro-actively seek information not associated with the breakdown.
Additionally, assistance was provided by the Train Controller on the adjacent desk. This support remained available throughout this period.
