Ensure that helicopter pilots are included in any briefing held about winding exercises or other operations in which they will be involved.

This recommendation is difficult to accommodate. In regard to the events that occurred on 14 November 1993, it is a matter of record that both the pilot and the Winch Operator were present during the practical briefing on winch operations involving Bell 212 ZK-HNO. In regard to all other operations the Pilot is normally the person giving the briefing.
