On 26 February 2025, the Commission recommended to the Director of Civil Aviation at the Civil Aviation Authority of New Zealand that they promote, through the appropriate International Civil Aviation Organization (ICAO) forum, consideration for the requirement and implementation for Vortex Ring State alerting systems to be installed in new helicopters.

CAA notes that Vortex Ring State (VRS) alerting systems are a developing technology. The technical feasibility, cost-effectiveness, and potential unintended consequences of such systems remain uncertain. The CAA will monitor development of VRS alerting systems and consider the best way to support the use of VRS. This recommendation is ‘Under Consideration’, the CAA will collaborate with TAIC to determine the best method for this to be raised for discussion, noting the CAA is not in a position to promote the activity with ICAO.
On 14 May 2025, CAA provided an update:
As of 13 May 2025, the CAAs position is that we will seek to engage in any future work that ICAO may undertake regarding VRS alerting systems. However, given the current maturity of the technology, it would be premature to actively promote this topic within ICAO forums at this time. The CAA will continue to review its position as the technology evolves and will discuss any updates in this area with TAIC.
